PS Form 1508 Instructions

This form must be completed and signed by every federally licensed manufacturer, importer, or dealer of firearms who deposit a firearm for mailing. In the Statement by Shipper of Firearms, the mailers also inform that the handguns and/or related items are being mailed in customary trade shipments or that the parcels contain said articles for the repair or replacement of parts. Parts of handguns are mailable, with the exception of parts or components regulated under Chapter 44, Title 18, U.S.C. (such as, without limitation, handgun frames, receivers, etc.).

Moreover, by means of this USPS Firearms Shipping Form, the mailer states that, to the best of their knowledge, the addressees are also licensed manufacturers, dealers, or importers of firearms. The shipping form must be filed with the postmaster of the post office. Federal firearms licensee manufacturers, dealers, or importers do not need to file an Affidavit of Addressee, as it is defined in Section 432 "Mailability", USPS Publication 52 "Hazardous, Restricted, and Perishable Mail."

Once the USPS Form 1508 is completed by the firearms manufacturer, dealer, or importer, the United States Postal Service retains it for a period of one year.

  1. The date and ship-from location (on the top of the form).
  2. The statement to which the mailer shall sign.
  3. The address details of the packages.
