What Is DD Form 1547?

DD Form 1547, Record of Weighted Guidelines Application, is a form used in Department of Defense (DoD) profit analysis whenever a structured approach is required. The form also serves for reporting purposes when the contracting officer authorizes the contract action negotiation to another agency and that action exceeds the price threshold.

All analysis is done using the Weighted Guidelines Method, which focuses on calculating performance and contract type risks, facilities capital employed, and the overall cost-efficiency. How to Fill Out DD Form 1547?

Additional information and guidelines can be found in DFARS 215.404-70 and 215.404-71. DD Form 1547 instructions are as follows:

  1. The report number is entered in Block 1. The first four digits stand for the local control number and are followed by a dash and the last two digits of a fiscal year.
  2. The contract number is recorded in Block 2.
  3. Block 3 is for a supplemental procurement instrument identification number (for supplemental agreements only).
  4. The action year and month are specified in Block 4 in two-digital format.
  5. The contracting office code and the contractor's name must be provided in Blocks 5 and 6.
  6. Block 7 requires the contractor establishment DUNS code. Block 8 is for the federal supply code.
  7. The name of the referenced program is entered in Block 9. The necessary contract type code is provided in Block 10. The six existing codes are A (FPR), L (FPI), J (FFP), K (FP(E)), U (CPFF) and V (CPIF).
  8. Block 11 identifies the effort type using one of the three available codes:
    • 1 - for manufacturing;
    • 2 - for research;
    • 3 - for development.
  9. The code of the Weighted Guidelines Method type is specified in Block 12:
    • 2 - for standard;
    • 4 - for alternate;
    • 5 - for modified;
    • 6 - for technology incentive.
  10. Objectives for each cost category are entered in Blocks 13 through 17. Block 19 should provide independent research, development, bid and proposal expenses. When all of this data is identified, the subtotal and totals costs appear in Blocks 18 and 20.
  11. The amounts corresponding to DFARS 215.404-71 or 215.404-72 are entered in Blocks 21 through 29. The total profit objective will automatically appear in Block 30.
  12. Blocks 31 through 35 are filled in as indicated on the form. If the contract is fixed-price, the contracting officer has to enter their best estimates of cost and profit.
  13. The Contracting Officer gives their approval and data in Blocks 36 through 39. Blocks 96, 97, 98 and 99 may contain additional information relevant to the departmental or agency procedures.
