Owner Retained Salvage Vehicle Inspection Instructions 
 
Section 32‐8‐87(k)(3), Code of Alabama 1975, states an owner acquiring an Alabama salvage 
certificate of title to his or her own vehicle from his or her insurance company in settlement of 
a claim, may rebuild and apply for inspection of the motor vehicle without first acquiring a 
rebuilder’s license.  Proof of ownership prior to salvage may be registration receipt or other 
document that shows the owner owned the vehicle prior to salvage. 
Every owner of a salvage titled motor vehicle which is in this state and which has been restored 
in this state to its operating condition which existed prior to the event which caused the salvage 
certificate of title to issue shall make application to the department for an inspection of the 
vehicle by submitting the following: 
1) INV 26‐15 Form (Application for Inspection of a Salvage Vehicle; 
2) The original salvage title properly assigned or titled to the owner; 
3) Bill of Sales for parts replaced; 
a. Notarized bills of sale evidencing acquisition of all major component parts (listing 
the manufacturer's vehicle identification number of the vehicle from which the 
parts were removed, if parts contain or should contain the manufacturer's 
vehicle identification number) used to restore the vehicle and bills of sale 
evidencing acquisition of all minor component parts. 
b. Notarization shall not be required on bills of sale for minor component parts; 
provided that a notarized bill of sale which lists the manufacturer's vehicle 
identification number of the vehicle from which the parts were removed, if parts 
contain or should contain the manufacturer's vehicle identification number, shall 
be required for a transmission. 
4) Inspection Fee of $90.00, made payable in certified funds to the Alabama Department of 
Revenue.  (Application fee of $75.00 plus title fee of $15.00); and 
5) A prior registration or other documentation that shows that the owner owned the 
vehicle prior to the salvage title being issued. 
The above documentation and fee should be mailed to the address provided on the INV 26‐15 
Form.  Once your application package has been processed, a Motor Vehicle Inspector will be in 
contact to schedule an appointment for inspection.  If passed, a “Rebuilt” decal will be 
permanently affixed to the motor vehicle and a “Rebuilt” certificate of title will be issued.  Until 
then, the salvage vehicle cannot be operated on the public highways of this state, except for 
movement to and from repair points or as permitted by the Department of Revenue for 
inspection.
