Form VSA 17A, Application for Certificate of Title and Registration , is a legal document used to obtain a title and registration for Virginia motor vehicles. Virginia Vehicle Registration Instructions

Form VSA 17A instructions are as follows:

  1. Check the application type - you may need to obtain a new title or title and registration with license plates issued.
  2. Select the electronic title option if you wish to have an electronic certificate of title without issuing a paper copy.
  3. State whether the owner of the vehicle is an individual or a business.
  4. Write down the owner's full name, telephone number, physical and mailing addresses. Indicate your DMV customer number, Federal Employer Identification Number (FEIN), or social security number (SSN).
  5. Record the location where the vehicle is principally garaged and enter the registered mailing address.
  6. Provide the description of the vehicle - year, make, model, body type, identification number, number of axles, empty weight and gross weight, type of fuel, color. If you apply to title a low-speed vehicle or a logging vehicle, check the appropriate boxes.
  7. If the vehicle is state or locality owned, enter the agency and division codes, vehicle's previous title number, and state.
  8. State the lien information - date of the lien, name, code, and address of the lienholder.
  9. Indicate how was this vehicle sold to you - whether it is new, used, or a demonstrator car.
  10. Enter the date of the purchase and the sales price. Provide the name and address of the vehicle's seller. If the vehicle was sold by the dealership, write down the dealer's license number and the manufacturer rebate or incentive.
  11. If applicable, provide the lease information - lessee's full name, contact information, and DMV customer number, FEIN, or SSN.
  12. State the current odometer reading or record the odometer discrepancy.
  13. Determine if the vehicle qualifies for car tax relief.
  14. Provide insurance certification and name your insurance company.
  15. Choose the registration period and type of registration.
  16. Indicate how the vehicle will be used - as a common carrier, taxicab, medical transport, etc.
  17. Certify the statements in the application are true and correct, sign, and date the VSA 17A Form.

How Much Is Vehicle Registration in Virginia?

When you file your Virginia Title Application, you are required to pay a $15 titling fee. Virginia Vehicle Registration fee, however, depends on the classification and weight of the vehicle:

  • Passenger vehicles, 4,000 lbs or less - $40,75;
  • Passenger vehicles and pickup trucks, 4,001 to 6,500 lbs - $45,75;
  • Pickup trucks, 6,501 to 10,000 lbs - $51,75;
