As an authorized representative (inspector) of the ________________________________ Department of
Agriculture, I certify that the sugarcane in this shipment is apparently free from plant pests and meets the
following requirements (circle all that apply):
A.
Valid indexing tests or hot water treatment in accordance with FAO/IBPGR Technical Guidelines for
the safe movement of sugarcane germplasm, has been performed for the specific insects, bacterial,
fungal, or viral diseases present in the state of origin. For foliar, non-systemic diseases for which no
indexing procedures are available, all leaf and leaf sheath tissue have been removed from the vegetative
seed and the material subjected to a 48-hour cold-water soak followed by a hot water treatment of 50°C
for 3 hours.
B.
The propagative material has been maintained for a minimum period of one year at a state or federal
quarantine facility capable of performing the applicable indexing or hot water treatments. The crop
cycle during the quarantine period has consisted of a minimum primary evaluation period of six months
followed by ratooning or repropagation and a second evaluation of the regrowth.
C.
All plants and plant material, including that used as a source of tissue to be shipped, must be held in a
manner to prevent any exposure to sugarcane plants or tissues from any source or origin other than
Florida.

Industry and may enter the State of Florida upon approval.

incorporated in 5B-3-003, F.A.C., must also be signed and accompany all shipments into Florida, along with
phytosanitary certificate from the state of origin.
