What is this form?
A processor may register for the privilege to receive usable marijuana from a patient or the patient’s
designated primary caregiver and, for a fee, process that usable marijuana into cannabinoid products,
concentrates and extracts for transfer to the patient or the patient’s designated primary caregiver. This privilege
is subject to a number of conditions. These conditions are contained in full in
OAR
845-025-3305.
What types of products can I process for a cardholder?
A processor with this registration may process concentrates, extracts, and cannabinoid products, including
topical and edible products, for a cardholder. The processor must have the proper endorsement(s) for any
products that they are processing.
A processor must have either a concentrate or extract endorsement in order to be eligible to process marijuana
items for cardholders. This is because a processor can only receive usable marijuana from the cardholder, and
processing usable marijuana into cannabinoid products, concentrates, or extracts always requires either a
concentrate or extract endorsement, depending on the process.
How much marijuana can I process for a cardholder?
A processor with this registration may receive up to 24 ounces of usable marijuana from a patient or the
patient’s primary caregiver in a single transaction. The processor may receive up to three pounds of usable
marijuana from a patient or the patient’s primary caregiver in any 12-month period.
After processing, the processor may transfer up to the following quantities of marijuana items to a patient or the
patient’s primary caregiver in a single transaction:
One ounce of cannabinoid extracts;
16 ounces of cannabinoid concentrates;
16 ounces of cannabinoid products in solid form;
72 ounces of cannabinoid products in liquid form; or
5 grams of cannabinoid products intended for inhalation
After processing, the processor may transfer up to the following quantities of marijuana items to a patient or the
patient’s primary caregiver in any 12-month period:
Two ounces of cannabinoid extracts;
32 ounces of cannabinoid concentrates;
32 ounces of cannabinoid products in solid form; or
144 ounces of cannabinoid products in liquid form

Section 2 – Acknowledgements
As an applicant/licensee representative, I acknowledge that a processor with this registration:
Must record all transfer to and from cardholders in CTS. This includes recording the patient or designated primary
caregiver’s OMMP number from whom they receive usable marijuana and the OMMP number of the patient or
designated primary caregiver to whom they transfer cannabinoid products, concentrates and extracts.
Must have the proper endorsements listed within OAR 845-025-3210.
Must label the package with a statement that reads “Marijuana item. Not for resale.” prior to transferring any
marijuana items processed under this rule to a patient or the patient’s designated primary caregiver.
Must label the package with a statement that reads “Marijuana item. Not for resale.” prior to transferring any
cannabinoid products, concentrates or extracts processed under this rule to a patient or the patient’s designated
primary caregiver.
Must comply with the testing requirements applicable to licensed processors in ORS 475B.550 to ORS 475B.590 and
OAR 333-007-0300 to 333-007-0490, the concentration limit requirements in ORS 475B.625 and any rules adopted
thereunder, and the packaging and labeling requirements as set forth in OAR 333-007-0010 to 333-007-0100.
May not add or contribute any other usable marijuana or hemp items to items they process for a cardholder.
May only combine usable marijuana received from patients or designated primary caregivers when processing
cannabinoid products, concentrates and extracts for a patients or the patients’ designated primary caregiver. When
distributing a cannabinoid product derived from usable marijuana received from multiple patients in, the processor
must distribute in proportional shares.
Must segregate all usable marijuana received under this rule and all cannabinoid products, concentrates and extracts
processed under this rule from its other inventory.
I WOULD LIKE TO REGISTER TO PROCESS MARIJUANA FOR CARDHOLDERS. I have read
and understand OAR 845-025-3305, including the requirements summarized above. I understand
that I may not begin processing for cardholders until I formally receive approval from OLCC.
Additionally, I understand that the Commission may cancel or suspend a licensed processor’s
registration under this rule or the processor’s license if the processor violates these rules.
