DD Form 2345 Militarily Critical Technical Data Agreement

What Is DD Form 2345?

DD Form 2345, Military Critical Technical Data Agreement, is used to establish the eligibility of U.S. or Canadian contractors to receive data governed by the Department of Defense (DoD) and the Canadian Technical Data Control Regulations (TDCR).

The agreement was last revised on March 1, 2016. An up-to-date DD 2345 fillable form is available for download below.

Contractors must submit DD Form 2345 along with an incorporation certificate business license and other documentation to the U.S./Canada Joint Certification Office in order to obtain certification.

All organizations must receive a Dun and Bradstreet number (DUNS) before filling out DD Form 2345. After that, the company must register in the System for Award Management (SAM) and receive a CAGE number. Canadian organizations require an NCAGE Code prior to filling the agreement. Use the CAGE Search and Inquiry (CSI) service to check if your business already has a CAGE number.

The agreement can be filled digitally, but requires a physical signature and must be submitted to the Joint Certification Office by mail along with the package of forms that verify the legitimacy of the company.

When Is a DD Form 2345 Required?

This DD 2345 is required for any U.S. and Canada-based organizations that wish to obtain access to unclassified technical data connected to critical military technology that is under control or in possession of the DoD or the Canadian Department of National Defense (DND).

No sensitive information can be disclosed to uncertified organizations.

DD Form 2345 Instructions

Make sure you have all of the paperwork required to submit a complete application before filing and mailing your form.

  1. Mark the box that applies to your goals in Item 1. If you select Box 1c - "5-year renewal" - fill in the current number of your certificate in Box 7b.
  2. Item 2 is for entering identifying information about an enterprise or individual applying for certification.
  3. Fill in the information about the individual who will receive the technical data in Item 3, Data Custodian.
  4. Describe the relevant business activity of the organization requiring information in Item 4. Don't be too brief: this information will be used to determine your eligibility for accessing information.
  5. Item 5 provides the needed certification. Sign the form in Item 6, Contractor Certification. Provide and attach a description of any extenuating circumstances if the listed certifications cannot be made.
  6. Leave Item 7 blank: if your application is accepted the field will contain your certification number and its expiration date.

How Long Does It Take to File a DD Form 2345?

It is hard to say exactly how much time will it take. Processing time fluctuates depending on the number of applications and delivery method. Processing applications during peak periods can take longer than usual: make sure your applications are complete and correct in order to eliminate additional delays.
