Form VR-103 Instructions
To apply for Maryland Gift Certification, a giver of the vehicle must indicate the following information:
- State the date of the gift.
- Enter the number of the vehicle title, vehicle's year or make, and identification number. You may only transfer the title of the Maryland-titled vehicle.
- Record the name of the individual who receives a vehicle.
- Explain your relationship with the new owner of the vehicle.
- Write down the current odometer reading of the vehicle or record the odometer discrepancy.
- Sign the form and confirm no money or other valuable consideration is involved in the vehicle transfer. The application also requires the signature of the recipient of the vehicle.
Once you complete the form, bring it in person to your local MVA office or mail it to 6601 Ritchie Highway, N.E. Glen Burnie, Maryland 21062. If the vehicle is transferred from an uncle or aunt of at least 65 years of age to a nephew or niece, you need to attach Form VR-299, Gift Title Transfer from Aunt/Uncle to Niece, and/or Nephew - Certified Statement.
