Additionally, carriers use this document to show that articles being imported have to be released to the consignee or the importer, and as an inward foreign manifest for a vessel or a vehicle of less than 5 net tons that arrives in the United States from Mexico or Canada with merchandise conditionally free of duty. The CBP uses this form to authorize the entry of this merchandise.

CBP 7523 Form Instructions

CBP Form 7523 consists of two parts - the description of the merchandise which arrives at the port or the station and the carrier's certificate and release order. The first part has to be filled out by the importer, the second part is completed by the carrier. The carrier should rely on the importer to know if free of duty is the shipment type.

Complete the document legibly and fully. Consult with the CBP official for assistance or additional information, for example, if you want to know the appropriate amount of copies required for entry and/or manifest purposes. Merchandise imported for noncommercial purposes, regardless of value, has to be described in the form in duplicate.

It is necessary to insert the word "various" if more than one port or station is mentioned and there are multiple shipments. Indicate the individual ports of lading naming them immediately below the description of the goods. The original copy of the manifest must be presented to the customs officer when the report of the arrival is made.

How to Fill Out CBP Form 7523?

CBP Form 7523 instructions are as follows:

  1. Identify the port code and the actual date. Write down the name and the model of the vessel or another conveyance.
  2. State the date of the arrival and the country of exportation.
  3. Indicate the marks and the numbers on the merchandise. Fully describe the merchandise - its quantity, weight, conditions. State the value of the merchandise.
  4. Write down the Harmonized Tariff of the United States (HTSUS) heading number.
  5. State the full name and the address of the importer of record. Sign the form.
  6. The inspector has to check the form, state the owner, the purchaser, or the consignee (if different from the importer of record), sign the form, and write down the actual date.
  7. The carrier to whom the articles named and described in the form must be released has to certify that the individual or the entity named in the form as the importer is, in fact, the owner, the purchaser, or the consignee of these goods. The form also contains the name and the signature of the carrier.
