What Is DD Form 2402?
DD Form 2402, Civil Aircraft Hold Harmless Agreement, is a legal document that vouches for an official contract between the Department of Defense (DoD) and a person or company intending to use military airfield facilities. The DD 2402 is not a civil aircraft landing permit in and of itself and must be filed along with DD Form 2400 and DD Form 2401 to obtain one. By signing this paper, an individual or corporation confirms the obligation to hold all U.S. agencies and personnel harmless from any liabilities that may arise out of the use of military airfields, related equipment, and supplies. This includes any possible damage to a person or property unless the harm resulted from the willful misconduct of U.S. Army personnel.
The DD 2402 is sometimes confused with DA Form 2402, Maintenance Tag - a newer version of DA Form 2402, Exchange Tag . The DA 2402 is intended to serve as an identification tag and is used as a receipt for TMDE items needing calibration, to identify items held for warranty claims and EIR exhibits, etc. This form is not publicly available.

The DD 2402 must be filed along with DD Form 2400 and DD Form 2401 for the applicant to be given a civil aircraft landing permit.
The form itself consists of three parts. Part I lists the provisions of the actual agreement and includes a release of liability and information about the settlement of possible claims. Part II provides information about the user - either a corporation or an individual - and includes their names, addresses, and signature of the representative of the company or the individual.
Part III, Verification, is completed only by a second corporate officer of a company (if the user os a company and corporation) and includes their full typed name, title, and signature. The date of signing is entered in Part IV. Part V is for any additional remarks or extra information that could not be provided in the previous parts of the form.

The Civil Aircraft Hold Harmless Agreement is a part of a set of three forms necessary to obtain a landing permit for military airfields. The can be filed digitally or hand-filed after printing and must be physically signed with blue ink before being mailed to the corresponding branch of the U.S. Army. Faxes or emails will not be reviewed for approval.
- DD Form 2400, Civil Aircraft Certificate of Insurance, should be filled in and submitted by your insurance company. The duration of the whole permit basically depends on the duration of the insurance, though it cannot exceed one year from the application date.
- DD Form 2401, Civil Aircraft Landing Permit, is a document that denotes the desire of a person or company to use a military airfield for civil aircraft landing. If approved, the permit does not entitle the aircraft to receive aviation fuel, oil, or other services from U.S. Army sources. A copy of the permit must be on hand of any civil aircraft on military airfield grounds.
Corporate entities must include a letter from the Contracting Officer's Representative that affirms the requirement to land with their application.
There are differences in policy between the Departments of the Army, Air Force, and Navy. A requested permit might be denied by Navy and Marine Corps air installations but be later approved by another service for their airfield grounds.
