DD Form 2402, Civil Aircraft Hold Harmless Agreement is a legal document that vouches for an official contract between the Department of Defense (DoD) and a person or company intending to use military airfield facilities. The DD 2402 is not a civil aircraft landing permit in and of itself and must be filed along with the DD Form 2400 and the DD Form 2401 to obtain one.

By signing this paper, an individual or corporation confirms the obligation to hold all U.S. agencies and personnel harmless from any liabilities that may arise out of the use of military airfields, related equipment, and supplies. This includes any possible damage to a person or property unless the harm resulted from willful misconduct of U.S. Army personnel.
The DD 2402 is sometimes confused with DA Form 2402, Maintenance Tag - a newer version of the DA Form 2402, Exchange Tag. The DA 2402 is intended to serve as an identification tag and is used as a receipt for TMDE items needing calibration, to identify items held for warranty claims and EIR exhibits, etc. This form is not publicly available.
