What Is an Ohio Boat Bill of Sale?

Form DNR 8455, Change of Address/Ownership/Destruction of Watercraft is the official state-issued form that must be completed to document the transfer of a vessel from the seller to the purchaser. Does a Boat Bill of Sale have to be Notarized in Ohio?

Form DNR8455 does not need to be notarized. The only document that requires notarization is the title: the previous owner must fill out the transfer section on the back of the form in the presence of a notary public and present this document to the buyer.

After that, the buyer takes the title to the title office to complete the ownership transfer. It is possible to legally operate the vessel while waiting for the title if you purchase a temporary registration.

How to Get an Ohio Boat Title with a Bill of Sale?

The seller must transfer the title to the buyer before the latter attempts to register the boat. No individual is permitted to sell a vessel in Ohio without a certificate of title. The purchaser is not considered a legal owner of the boat and cannot register it unless the title is in the buyer's name.

Registrations are mandatory for every recreational watercraft in Ohio, including sailboats, canoes, kayaks, powerboats, and inflatable boats. To register a boat, it is necessary to take the title (with the new owner's name on it) and the application for watercraft registration to a registration agent at any title office, or mail the documents directly to the Division of Parks and Watercraft. Boat registrations are valid for three years. The registration fee depends on the size of the boat, the type of boat propeller, and the type of registration.

An Ohio Bill of Sale for Boat may be completed by the vessel owner in case of destruction or change of address and by the boat seller if the watercraft changes ownership.

In the event of a change of address, state the boat identification numbers, owner's former and new addresses, and the actual date. If the boat was destroyed, write down its identification number, make, and your name and address. When the boat changes the owner, you must indicate the boat's identification number and the personal details of both the seller and the purchaser. In every case, the form must be signed and dated.
