What Is PS Form 3624?

PS Form 3624, Application to Mail at Nonprofit USPS Marketing Mail Prices - also known as the USPS Form 3624 - is a form used for applying for an authorization to mail at lower prices at the post office. The United States Postal Service (USPS) allows nonprofit organizations to apply for postal service nonprofit privileges. Typically, these organizations are educational, religious, scientific, philanthropic, agricultural, and labor. Individuals cannot apply to mail at nonprofit prices, just like chambers of commerce, social clubs, business leagues, and certain political organizations. The nonprofit standard mail prices represent a tangible benefit to eligible mailers in comparison with regular standard mail prices.

You must submit the required documentation with your application to support your claim to mail at nonprofit prices:

  1. Formative papers - for example, a constitution, a charter, articles of incorporation, trust indenture, or another organizing instrument;
  2. A letter from the Internal Revenue Service that proves the exemption from paying the federal income tax;
  3. Other evidence of the organization's nonprofit status. It may be a financial statement written by a certified public accountant that substantiates nonprofit status. That statement has to include an income statement, balance sheets, notes, etc. Internal financial statements are not sufficient;
  4. Documents of operation - list of activities, minutes of meetings, brochures, bulletins, annual reports.

The latest version of the form was released on January 1, 2017 , with all previous editions obsolete. A printable PS Form 3624 can be downloaded below or requested from your postmaster. As of today, no PS Form 3624 fillable copies are available online.

The PS Form 3623 (Request for Confirmation of Authorization (or Pending Application) to Mail at Nonprofit USPS Marketing Mail Prices) is a related form used to confirm that the applicant has filed PS Form 3624 and is waiting for the authorization to mail at lower prices. It is issued only to the organization that possesses the original authorization or that has applied for it. The completed request must be submitted at the post office where the confirmation is needed.

If the organization has nonprofit authorization at one USPS location, it automatically receives authorization at all locations. However, only locations with access to the PostalOne! System - an information management system designed exclusively for business mailers - can confirm this authorization.

Where to Submit PS Form 3624 Online?

If you do not want or cannot submit the completed PS 3624 and the required documentation to your postmaster, you can send it via Business Mail Entry Unit. Applications are accepted online if you obtain a login and password at Business Customer Gateway. You need to enter the zip code of the post office on the Post Office of the application page. On the general information page, enter the necessary information and choose a type of a nonprofit organization. On the supporting documentation page, select the supporting documents you are supplying. Make sure you have a paper version of the documents that must be presented in person at the post office that will accept your mailings. After that, you need to review all the changes, certify the information is correct and true, then submit the form.

If the documentation is correct and complete, the review process usually takes two weeks. Once your organization is approved to mail at nonprofit privileges, to keep that authorization active, you have to make a nonprofit mailing at least once in two years. Otherwise, your authorization may be revoked.
