  2. Draft the Bill of Sale. It contains the seller and purchaser's names and addresses, selling price, specifies the motor vehicle and describes it (make, year, color, model, odometer reading, vehicle identification number (VIN), and signature of the seller. It should be noted that the Connecticut DMV Form H-31 does not include the history of the vehicle which is a separate report that helps the buyer to make a more informed decision about the item in question. Both parties to the agreement should have a copy of the document for their records, the original belongs to the buyer;
  3. Remove the plates from the vehicle and cancel the registration. You can do that online or directly at the DMV. However, do not cancel the liability insurance on the car until the registration is officially canceled by the DMV.

Afterward, the new owner is required to register the vehicle presenting the completed form to the DMV and apply for a new Certificate of Title.

Does a Vehicle Bill of Sale Have to be Notarized in Connecticut?
