What Is SBA Form 2414?

SBA Form 2414, Women-Owned Small Business (WOSB) Program Certification - Economically Disadvantaged or EDWOSB is a form completed by Economically Disadvantaged Women-Owned Small Business (EDWOSB) program applicants in order to ensure that their business meets all the criteria required for participation.

The latest edition of the form was released by the Small Business Administration (SBA) on November 1, 2014 . The most recent SBA Form 2414 fillable version can be downloaded below or found on the SBA website.

The women's contracting program is designed to assist WOSBs and EDWOSBs in competing for Federal contracts in industries where WOSB are underrepresented.

WOSB Certification

Businesses must meet SBA's small size standards, be at least 51% owned by women who are the U.S. citizens and be operated by female staff to qualify as a WOSB.

To qualify as an EDWOSB the business must:

  • Be owned and run by one or more women, each with a personal net worth of $750,000 or less;
  • Be owned and run by one or more women, each with less than $350,000 in adjusted gross income over the previous three years;
  • Be owned and run by one or more women, each with less than $6 million in personal assets.

A business cannot participate in the EDWOSB programs until certified by a third-party or self-certified as such.

The business owner has to obtain a profile through the System for Award Management (SAM) website and use the SBA website to self-certify as an EDWOSB. SBA Form 2414 requires answering a series of questions and uploading the required documents. The required information will depend on the structure of the business and whether it is already participating in other SBA programs.

Third-party certification is done through one of the following organizations:

  1. El Paso Hispanic Chamber of Commerce;
  2. National Women Business Owners Corporation;
  3. U.S. Women's Chamber of Commerce;
  4. Women's Business Enterprise National Council.

The SBA also accepts a valid 8(a) certification. All certification information should be updated annually for the business to continue participating in EDWOSB programs.

SBA Form 2413 ( Women Owned Small Business (WOSB) Program Certification - WOSBs ) is a form related to SBA Form 2414. The form is submitted by women-run small businesses looking to qualify for the SBA WOSB Program. This form certifies that the business meets the criteria of the program.

The WOSB Program was designed to provide support to women-owned businesses competing for Federal contracts. Eligible businesses must meet SBA size criteria and be owned and run by women with U.S. citizenship.
