All motorized boats and vessels in Pennsylvania must be registered with the Pennsylvania Fish and Boat Commission (PFBC) to operate on state waterways. In order to title and register the boat in Pennsylvania, the buyer must gather all necessary documentation and drop off the information or mail it to any of the Pennsylvania Fish and Boat Commission offices.

Apart from the Pennsylvania Bill of Sale for a boat, an Application for Pennsylvania Boat Registration and/or Form REV-336) should be provided for the registration of the vessel. Additionally, the new owner of the boat will need to pay certain fees.

The Bill of Sale must include the following information about the vessel:

  • State registration number (if any) assigned to the boat;
  • Hull Identification Number (HIN);
  • Make and year when the boat was manufactured, as well as the model of the vessel;
  • Material (steel, other metal, wood, fiberglass, plastic, etc.);

Another important piece of information is the seller's disposal and purchase details, such as the price in USA dollars, the terms of the payment, etc. When all required information is added, it's time to sign the document.

There are some particular cases when the Affidavit of Purchase/Ownership (Form PFBC-734) is required. Form PFBC-734 is used when the vessel was purchased at flea markets, yard/garage sales, auction/estate sales, and other private transactions and you need to determine the owner of the said vessel. Use this form also if the Manufacturer's Certificate of Origin (MCO) is not available and the boat was not previously registered in any state.
